The Indiana Department of Environmental Management (IDEM), Office of Air Quality (OAQ) is required to submit a revised state plan to the U.S. Environmental Protection Agency (U.S. EPA) for sewage sludge incineration units. Section 111(d)(1) and Section 129 of the Clean Air Act require states to submit a plan establishing emission standards for source categories identified by U.S. EPA to contribute significantly to air pollution. On March 21, 2011, U.S. EPA published a final rule establishing emission guidelines and compliance time for existing sewage sludge incineration units (40 CFR 60, Subpart MMMM). The state plan contains the state adopted rule, inventory of affected sources, and an emissions inventory. The new state rule at 326 IAC 11-10 for controlling emissions from sewage sludge incineration units was preliminarily adopted at the May 2, 2012, board meeting.
